I'm filing this bug after noticing the following:

1. An app author got his app published in Oneiric
2. He uploaded a new version and requested it to be published for Precise
3. At this point (I believe) there was no notification to the ARB mailing list, and the app status remains as Published. It has to be said though, that it appears on the 'Pending' page of the MyApps queue as needing attention.
4. As no one noticed it, the app author sends a comment on the feedback form.
5. Notification definitely does not go to the ARB mailing list, no one notices the change.

I understand that to solve how to mark an application published for a distro series and needing review for another one might be a tough nut to crack, but I think one thing that could be addressed is the feeback part.

Following the example set on bug 927588, I would suggest to either:

* Change the status of the app from Published to Review pending whenever there is a new upload (that would take care of the notification too)
* Change the status of the app from any state to Review pending whenever the developer sends a comment (or perhaps have two buttons 'Request review' and 'Comment only'?)
