I tested with usd stopped per your recommendation and problem #2 as I described my reproducer above doesn't hapen.

I see how that patch could help and where you are going with this, but unfortunately that doesn't do the trick. There are no events from either gdbus monitor or udevadvm monitor when the keys are pressed.
During a lock cycle after the display turns off I get this output:
