same here on XPS 13
Linux slap 3.8.0-30-generic #44-Ubuntu SMP Thu Aug 22 20:52:24 UTC 2013 x86_64 x86_64 x86_64 GNU/Linux

last kernel worked fine, after update brightness always minimum, Fn F4/F5 does not change luminosity (just shows the progress bar change...)

There's a way to roll back to previous kernel?
