I was able to restore the files with this command:
duplicity restore --force --archive-dir ~/archive --tempdir /home/andrew/tmp --restore-time 2009/11/12 file:///media/disk/rachel/backup/tadpole ~/Pics
Even without the --force, it gets further(almost all the way done) than when I tried restoring just the Pictures directory with Deja Dup. I'm not sure why that is, but I thought it might be helpful to report it :-)
