I can't help with the netflix problem. Though I'd say try installing a newer version of Ubuntu (18.04 maybe).

For the duplicity problem, I'd say try installing the deja-dup snap:

snap install deja-dup --classic

And use that instead of the pre-installed deja-dup. That way you'll get a newer version and it'll already be bundled with duplicity.
