Seems the answer is probably:
$ pip install pyrax

Where I had previously done:
$ sudo dnf install pyrax

$ sudo dnf install pyrax
[sudo] password for [username]:
Last metadata expiration check: 1:48:26 ago on Mon 03 Dec 2018 21:38:48 GMT.
Package python2-pyrax-1.9.7-5.fc28.noarch is already installed, skipping.
Dependencies resolved.
Nothing to do.
