gdm3 turns the AccessX bit on. Then it remains enabled after you log in, even if the resulting environment doesn't know how to cope with that.

After http://patchwork.freedesktop.org/patch/10795/ desktop environments should be able to more easily notice that Slow Keys has been enabled and throw up a popup. The discussion here has focused on how to avoid spuriously enabling Slow Keys in the first place, which seems useful because when such a popup appears it is still an interuption to work and a usability problem.
