Unfortunately, that's rather inappropriate for reasons that should also be
obvious - making it harder to activate makes it harder for the people who
need this functionality (because they have motor control issues with their
hands) to enable it on their own.

I absolutely agree that the desktop environments should provide more feedback
and notification here, as I've had to help a number of people who hit this
and had no idea why, but we can't change that in the X server.
