Ok, just to clear things out.

trickle -u 8 wget -c http://neacm.fe.up.pt/pub/ubuntu-releases/gutsy/ubuntu-7.10-desktop-i386.iso

produces the same behavior, it limits the dl rate to 10 k/s, which it shouldnt do i think.
My native understanding is that -u option shouldnt touche the dl rate in any way.
