This problem persists for me, even after installing 2.87dsf-4ubuntu17.4.

I have Ubuntu 10.04.1.

motd.tail does not exist, but I still get duplicate MOTD. Even when I set PrintMotd no, in sshd_config, it prints the MOTD, twice.
