In fact, between dbus and network-manager now waiting for the 'deconfiguring-networking' event before shutting down, and NM registering its child processes with /run/sendsigs.omit.d to fix bug #869635, I believe this should resolve the problem for the NM case in 12.04. Please test with the 12.04 beta and see if this isn't resolved for you.

Nope. All of those workarounds are specific to one configuration or another.
