I'm reducing severity of this bug since a small change in configration
file (changing configuration file is expected for a service like squid)
is sufficient to fix it.

On the other hand we should gracefully handle first time installation
and I'm going to investigate this bug further, altought there's no easy
way to fix already installed configuration files.
