Same on Ubuntu 12.04.5 LTS amd64 with Scilab 6.0.0-beta2. But scilab launches normally from gnome-terminal.

Desktop launcher and terminal command is
   env LC_ALL="en_US.UTF-8" /home/nikolay/Software/scilab-6.0.0-beta-2/bin/scilab
