I presume you refer to:
echo 1 > /proc/sys/net/ipv4/tcp_tw_recycle echo 1 > /proc/sys/net/ipv4/tcp_tw_reuse
personally I do not think there is a relation, however no problems in trying that, however you should be more specific, the above setting has to be done on the NFS client, the NFS server, the NIS server?
