Till: system-config-printer is constrained to use the same mechanism that cupsd does, and that is to key off LC_MESSAGES when it exists (see cups/language.c, scheduler/conf.c). If cupsd started taking notice of LC_PAPER, so much the better -- and I would change system-config-printer to match.
