I can confirm this bug on the same configuration (Fedora 25 and T460p).
The only way to really turn off the touchpad is to issue
$ xinput set-prop 'SynPS/2 Synaptics TouchPad' 'Device Enabled' 0
I'm using X session (not Wayland), so for me this always works.
