I.e. you can either use the exact string "utf-8" or "us-ascii"
for the"attributes-charset" attribute in IPP requests.
Best read the cupsdProcessIPPRequest function
in scheduler/ipp.c completely to find out what exactly
the cups requires, tests, and accepts.
