as the workaround known upstream works reasonably well,
why not just ship the default /etc/mozilla-firefox/mozilla-firefoxrc
with a line like this added?

[ -d $HOME/.mozilla/firefox ] || export XRE_IMPORT_PROFILES=1

this works very nicely for me here, and
the import profiles hack is only enabled the very first time as well.
