The patch has been merged and the description for powerwaked 2.21-0ubuntu1 on Ubuntu 15.04 contains "intervention". I therefore consider this issue fix released. Thanks for reporting/patching. :)

* Ship an override file instead of /etc/default/powernap to disable
by default the service under upstart and don't rely on the default
START state in conffile. Handle the transition to keep the same state
