You can not disable transfers but you can easily minimize the transfer rates independently (even to very small rates) with bandwith limiting so you can free up your bandwith easily.
For the pause buttons, DC++ will never have pause function for uploads because it can be abused. Quick pause of all downloads is a good idea, this function may can be incorporated into an easier bandwith rate setting control in the future.
