After quite a lot of discussion (which batted around whose responsibility this was between Curtin, MAAS and the Grub package), a patch was made to MAAS which sets the relevant debconf value in its deployments:

A bug was also filed with the grub package with plenty of discussion along the lines of grub's default behavior being undesirable:
