The other machine had an empty /etc/crypttab. The initramfs from saucy asked the owner for the password of the root partition but then could not open it due to cryptsetup missing. The initramfs of saucy contained an conf/conf.d/cryptroot entry for the root partition, though!
This used to work with the at least three previous versions of ubuntu.
