Comment 1 for bug 1412783

This is not really a problem for CK 1.8.0, it work as expected. But for 1.9.0 it prevent the permissions items to be displayed.

Cause: the document.loadOverlay() function call the observer function of the overlay loaded, but at that moment, document.getElementById() return null.

So add a small timer to wait the overlay is fully loaded before creating the Australis CK button.
