A hint from a colleague led me to look at /var/log/conjure-up/combined.log, which says:
Jan 13 08:26:12 diamond conjure-up/kubernetes: ERROR creating LXD client: /etc/default/lxd-bridge has IPv6 enabled.#012#012Juju doesn't currently support IPv6.#012#012#012#012IPv6 can be disabled by running:#012#012#012#012 sudo dpkg-reconfigure -p medium lxd#012#012#012#012and then bootstrap again.
So this is a lxd configuration error, but the conjure-up output doesn't point us to the logs to figure that out.
