Bug Description

The Compiz Window Manager (In the MATE ISO) puts window decorations behind the panel if you move the panel to the top of the screen, which makes it difficult to move windows

1) 17.1 MATE
2) Open a Window while using compiz window manager
3) Window decorations appear behind top panel
4) Top of window decoration to be aligned with, or below, bottom of top panel
5) always

Workaround for Linux Mint 17.3 MATE/Xfce is to check/enable Place Windows in ccsm when using top panel . [1]

Issue also effects `Ubuntu MATE 16.04 alpha2 (tested on 64-bit)´ though to reproduce uncheck/disable Place Windows. [2]

Xenial alpha2 packages:
ii compiz 1:0.9.12.2+16.04.20151211-0ubuntu1 all
ii mate-desktop 1.12.1-1 amd64

Examples of affected apps (Mint/Ubuntu):
caja, gnome-calculator, mate-display-properties, mate-terminal, pluma, …

Examples of not affected apps:
banshee, mate-control-center, vlc, …

[1] This workaround spawns another issue known as `mintMenu offset´ when using bottom panel instead:

[2] To reproduce first set distro defaults with Reset Compiz in mintdesktop vs. mate-tweak, then uncheck Place Windows in ccsm, finally restart the system to assure a mostly consistent behaviour => This results in having the `window title bar w/ buttons´ not accessible (or reverse if checked).

This issue doesn't affect Ubuntu MATE because as noted above, the default settings are to enable Place Windows.

Please reconsider your decision. According to your logic, the previously referred and related issue `mintMenu (and MATE Menu) offset´ would have to be invalidated as well. Here you did confirm the bottom panel issue, even though the Ubuntu MATE default settings are to having a top panel.
