I'm on mint17 64bits, have a dual screen setup with compiz 0.9.11.2 (already patched for bug:1288747), but that patch doesn't matter for the plugin: place windows.

The problem is that the viewports are not properly matched for place window.
I've set Deluge like I had on compiz 0.8 on ubuntu 10.04 but it doesn't work properly.

The rule to match Deluge is: (class=Deluge & name=deluge & type=Normal), that works fine to remove window decorations, skip the taskbar etc. in "window rules".

I have 3 vertical workspaces: (2x 1920x1080)
General -> desktop size -> horizontal virtual size: 1
General -> desktop size -> vertical virtual size: 3

And then I've set the "place window" rules as follows:
Windows with fixed placement: (class=Deluge & name=deluge & type=Normal), x-pos: 1920, x-pos: 0
Windows with fixed viewport: (class=Deluge & name=deluge & type=Normal), x-vieport: 1, y-viewport: 2
Deluge should be placed on my right screen on y-viewport 2.

The place rule doesn't work if I launch Deluge while I'm on y-viewport 1 or 3, there it just places Deluge on y-viewport: 2 but at position x:0 y:0.
If I'm on y-viewport 2, then the place rule applies and Deluge is placed at x: 1920, x:0 (on my right screen).

I think it's due to the fact that I'm unable to disable the 'keep in workarea' option, everytime I untick the checkbox, it just remains enabled.
