I had same issue, turned FXAA off, seems now that blur effect is gone.
Nvidia 430.26, 4.15.0-54-generic, GeForce GTX 1060 3GB

Attached example screen capture comparison so it surely not my display problem, graphics raster really gets blurred.

Issued same problem also years ago if I remember right.
