Middle-click on title bar of an app flickers it if it's already in the back

Bug Description

To be honest I'm not sure this is a bug and not a feature, but here goes:

1. Open two apps
2. Middle-click on the focused one
3. Focus changes to the other app, which is brought to front
4. Middle-click on the unfocused one
5. It flickers to front and straight back

Even if it *is* a feature, the app should not flicker...

Part of this is a dup of bug #1204717, but the flickering part is a bug regardless. Let's just change this bug to be the flickering only and let the other bug track if middle clicking the title bar is supposed to lower the window.
