Middle-click on title bar causes focus switch

When middle-clicking on title bar (maximized or not), focus switches to a different window.

I'm pretty sure that middle clicking on the title bar is supposed to lower the window, but I'll subscribe Design to get their input just to be sure.

@townsend; yes middle clicking on a window title bar is supposed to send that window to the back of the z order stack, and focus the newly topmost window.

Yes, when a user middle clicks the title bar of the current topmost window, the second to the top window becomes the topmost and is focused.
