Sorry for the misinformation in my last post. I got totally confused by the diff in your PPA and thought it was the padding that fixed this, but that is already in Ubuntu. I was just trying to figure out exactly what was reverted in your PPA that makes this work again.
I still do suspect it's a Gtk issue in that it doesn't like how Compiz does the scroll binding.
