scale mode is not visible if a fullscreen window is unredirected.

Test case:
1. Enable Unredirect Fullscreen Windows in CCSM > Composite.
2. Make a window fullscreen so it gets unredirected.
3. Trigger scale mode: Shift+Alt+Up

Expected: Window scales and desktop darkens.
Observed: Nothing happens on screen.
