This is my second comment on this bug since I experienced this identical problem on a different PC.
This PC uses a 6600GT AGP video card attached to a BenQ FP93GX monitor. Reported refresh rates in Ubuntu when using the restricted (NVIDIA) drivers were 50Hz, 57Hz, and 58Hz in the GUI Screen Resolution dialog, while nvidia-settings reported an actual 75Hz refresh rate when set to 50Hz in the GUI.
Adding the same DynamicTwinView option to false in my xorg.conf fixed this one as well.
