there is different issues there, most are known gnome-panel bugs

- having a way to lock the gnome-panel position would be useful, that's bug #83286
- having an easy way to open the context menu when there is no available space would be nice too, there is some bugs about that already but I don't find the number right now
- the menu should not be displayed over the launcher, that seems to be a new bug, handling the case where there is too many items to display is not easy though

it's not likely that upstream will work on any of those soon, it might
be possible to lock the gnome-panel position using a mandatory gconf
setting though, would that be a good workaround there?

Status in Application and image devlopment around the Classmate PC: Confirmed

Bug description:
1. Left press down the mouse on the blank area of the tool bar and pull it to the rifht side.
2. Click System on it.

The system menu doesn't pop up as expected but a help center does.
