growpart needs flock now.
cloud-initramfs-tools I believe is still a "native package". So it just
has the packaging along side
c.) you can use new-upstream-snapshot. cloud-utils is set to use the
same basic workflow as cloud-init or curtin.
I'm OK to upload cloud-initramfs-tools and also cloud-utils, but I think
in both cases it makes sense to get someone from server team to do it.
Just to have someone other than myself having done it.
