So manually running `growpart /dev/sda 1` resulted in the following inotifywait output:

and the attached `udevadm monitor` output. The fact we don't see a removal here suggests we aren't tickling the bug, so I'm going to launch another instance and see if running the cloud-init module makes a difference.
