Any updates on the queries in comment #28 ?

It seems like in Ubuntu 20.04,

a) cloud-init does not depend on multi-user.target
b) casper-md5check.service is not present

Could Ubuntu 22.04 installation be modified to match with Ubuntu 20.04 ? Any thoughts ?
