Since the issue has been narrowed down to casper-md5check, which is out of scope of cloud-init, I'm marking the cloud-init side of this bug as "Invalid", since there is nothing actionable to do to in cloud-init to resolve this bug, and the plans to increase debugging transparency that Chad mentioned were already planned and scheduled.
