Do you know how I can limit swap usage until after cloud-init.service is done?
I'm under the impression that I can do that with fsck by adding the drop-in to
 /systemd/systemd-fsck@.service.d/cloud-init.conf
as seen in the merge proposal.

I'm open to other ideas too.
