Bug Description
When starting the newest Ubuntu Cloud Image for Focal Fossa, many packages are reported to be no longer needed.
This is from a freshly booted and UNMODIFIED Focal UCI :

I have been able to reproduce and this is specific to the kvm image.
I will investigate further.
