To re-enforce someone's earlier comment, the delay to boot this image might actually be the problem. Perhaps the fix here is, instead of my previous line, to simply put a much longer config.vm.boot_timeout in the included vagrantfile with the box - 1200 was not sufficient, but moving to 65535 was clearly much more than required.
