Really annoying and quite ridiculous (1+ year!).

Switched to https://atlas.hashicorp.com/bento/boxes/ubuntu-16.04 for "deb" distro needs. Works great (vagrant/vagrant, only 31 new packages on apt-get update) and downloads much faster (maybe because more users, better caching). "vagrant box add bento/ubuntu-16.04"
