For Ubuntu 16.04, the base Vagrant images have been re-worked such that they are _vanilla_ cloud images with no modification. Because they are vanilla, they can be found along side the upstream images at http://cloud-images.ubuntu.com/xenail/current

I'm going to call this fix released for Ubuntu 16.04.
