I had the issue on an install of:

DISTRIB_DESCRIPTION="Ubuntu 20.04.1 LTS"

I followed the "fix" in the URL previously posted and symlinked the libvirt profile into the apparmor disable directory, and everything worked. In an attempt to recreate, I removed the symlink and rebooted, verified apparmor is still enforcing the libvirtd profile, but I no longer have the issue.
