Feedback for #15
It didn't work for me when upgrade from v->w with
 juju config neutron-api cloud:focal-wallaby/proposed

PIP install still needs
  sudo python3 -m pip install ovsdbapp==1.9.4'
  sudo systemctl restart “neutron*”
