So if nova-compute isn't even running under wsgi then running the heartbeat into a native python thread isn't mandatory either. So, yes we should allow to disable this feature and so we should reconsider our current deprecation.

Let us know if you see similar problem outside nova on Wallaby.

For now I'll propose a patch to drop the deprecation of this option.
