Yes I did restart the services without commenting line 48, it didn't help.
I just tried removing the .pyc files in /usr/lib/python3/dist-packages/oslo_cache/, uncommenting line 48 and restarting the services, it still fails.

There is one BIG difference between queens and rocky : in queens, nova services were running with python2. In rocky, they're running with python3.
