This is not a regression. Furthermore the following link let's assume that s390x is not yet upstream supported (as well as ppc64el ?!):

Would be good to see parity between all architectures.

An attempt to install ceph luminous on Ubuntu on s390x as per the description above allows to reproduce the described situation.
