Blocking verification on a regression introduced into cinder via

This fixes a security issue by correctly enabling secure volume scrubbing of LVM snapshots, however, this introduces a bug in the volume cleaning code: Bug #1191812. Currently working with upstream on a good solution rather than reverting the problematic security update.
