I have the same problem: Linux Mint 18.2 Cinnamon 64-bit doesn't prompt for a password after being suspended when I reopen the lid.
As was advised by @rewind, I logged cinnamon screensaver logs to the attached file. There are critical errors and failed assertions at the end of the log file.
One more thing: `cinnamon-screensaver --debug &>~/cinnamon-screensaver-debug.log` command ended with a `Segmentation fault`.
