Comment 25 for bug 1882521

Looks like this bug is still occurring in the gate, I just investigated the latest failure on patch https://review.opendev.org/c/openstack/nova/+/765933 and found the following error in n-cpu [1]:

  Guest refused to detach volume 72149632-316d-4095-8876-a63e917ca514: nova.exception.DeviceDetachFailed: Device detach failed for vdb: Unable to detach the device from the live config.
